The future of the industry
The starting conditions of the RMI are the absence of licensed casinos and bookmakers, the small market and the economy's focus on grants/fishing licenses.
On the horizon until 2030, three trajectories are likely:1. Status quo: prohibition/unsettlement persists, offshore sites remain outside local oversight.
2. Social model: launch of a national (digital) lottery with targeted funding for sports, health care and education, with strict 18 + rules, limits, reporting and audits.
3. Narrow online regulation: pilot 1-2 licenses for limited products (lottery/instant games) for strict KYC/AML, deposit limits and transparent advertising policy.
The priorities of any model are harm minimization, financial literacy, self-exclusion mechanisms, blacklists of unlicensed sites and cooperation with payment providers.
A realistic first step is a social lottery + responsible game frame, followed by an effect assessment and possible expansion.
