On the horizon until 2030, the key drivers are expanding mobile/satellite communications, digital payments, and requesting consumer protection.
Three scenarios are possible:1. Status quo: Offshore sites outside local oversight, leaking payments and risks to players.
2. The social model: a national lottery and regulated charity games with transparent allocation of funds for sport, healthcare and adaptation to climate risks.
3. Limited online regulation: a small number of licenses under strict KYC/AML, deposit/advertising limits, self-exclusion tools and GGR reporting.
The nearest and realistic step is a lottery + a responsible game frame (18 +, limits, self-exclusion, blocking payments to unlicensed sites, financial literacy).
KPIs to assess the course: share of funds for public needs, coverage of RG programs, a decrease in disputes and the share of traffic to unlicensed sites.
