Laws and regulation
New Zealand's legal framework is the Gambling Act 2003, overseen by the Department of Internal Affairs (DIA).
The market structure is mixed: casinos (under licenses, with local councils), class 4 slot machines in pubs/clubs (strict harm minimisation), charity draws and lotteries.
The online segment is tough: only state-authorized operators - TAB NZ (sports and horse racing) and Lotto NZ (lotteries) - can legally offer interactive products to residents; foreign online casinos are not licensed and cannot be advertised in the country.
Age: 20 + for casinos, 18 + for betting and lotteries.
Mandatory KYC/eKYC, AML/CFT (with authorized oversight), self-exclusion, limits and advertising requirements.
The financial model includes gambling duty and Problem Gambling Levy; for violations - fines, suspension or revocation of the license and blocking of advertising/payments.
This architecture combines limited online competition with strict consumer supervision and social contributions.
