Samoa's legal framework provides for centralized licensing of gambling activities: land-based casinos open with special permits from the government and under the supervision of the relevant regulator; lotteries and promotional draws require separate permits with reports on circulations and payments.
Sports betting/betting is allowed in permissive formats, with basic rules for betting, settlement and customer protection.
KYC/AML procedures, transaction logging, age verification (18 +) and responsible play tools (limits, self-exclusion, informing) are mandatory for operators.
Advertising of gambling services is limited in content and distribution channels.
Online casinos do not have their own local licensing regime: local domains and payment integrations for distance play are regulated carefully, priority is to protect players and prevent laundering.
For violations, fines are provided, suspension or revocation of the license and confiscation of equipment.
