The future of the industry
The starting point is there are no casinos and online licensing, only permitted "small" draws work.
On the horizon until 2030, three courses are possible:1. Status quo +: maintaining the current regime, educational campaigns, control of street gambling and payment channels, offshore monitoring.
2. Social model: launch of a national/regional lottery (including digital) with transparent allocation of funds to sports, healthcare, education and climate sustainability; strict rules 18 +, deposit/time limits, audit.
3. Narrow online regulation: pilots of limited digital products (lotteries/instant games) under strict KYC/AML, caps on deposits and advertising, banning credit play, dispute ombudsman.
Risks: weak connectivity of the islands, cybersecurity, administrative resources.
Drivers: growth of mobile internet and fintech payments, request for consumer protection.
KPI: share of legal receipts for social projects, coverage of RG tools, reduction of illegal incidents and traffic to offshore sites.
A realistic first step is a social lottery with phased digitalization.
