The reasons are a small domestic demand focused on everyday needs, and a tourist profile, where diving, ecotourism and fishing, rather than gambling, are a priority.
The police periodically stop illegal street games.
Any turn to offline casinos would require changes in legislation, the creation of regulatory infrastructure (licenses, supervision, RG/AML) and large investments in the hotel and transport segments.
