Laws and regulation
The legal regime is based on the Gaming and Lotteries Act (Cap. 139) as amended.
Any commercial game or commercial lottery requires the permit of the competent authority; conducting without it is an offense.
The law allocates exceptions for "small" lotteries (for entertainment, for societies/schools, etc.) with limited prize funds and reporting.
The age of 18 + for participation is set, with a limited private exception (playing in the house under the responsibility of a parent/guardian).
There are inspections and sanctions for illegal street gambling.
There is no separate regime for online casinos: special licenses are not issued, and the use of offshore sites remains outside local consumer protection.
