Economics and statistics
Tonga's gambling economy is extremely small.
Official cash flows are formed mainly by permitted lotteries and charity draws; there are no land-based casinos, there is no local mode for online casinos, which limits GGR and the advertising market.
The fiscal contribution is episodic and low, with predictable reporting on circulation and targeted use of funds.
Employment is concentrated in small operational teams (organization of draws, compliance, audit), and multipliers fall on tourism and events without "casino floor."
Key monitoring metrics: volume and frequency of draws, revenue and payments, share of non-cash payments, complaints from players, indicators of responsible play (self-exclusion, informing), as well as external factors - tourist flow, mobile Internet and consumer income.
The growth potential lies in digitalization of reporting and transparency, and not in expanding the range of gambling.
