Drivers until 2030: expansion of mobile communications, gradual digitalization of payments, diaspora transfers and a request for consumer protection.

Three courses are possible:

1. Status quo: prohibition/unresolved persists; measures - education, control of advertising and payments, "black lists," strict 18 +.

2. Social model: launch of a national/community (including digital) lottery with transparent contributions to sports, healthcare, education and climate adaptation; deposit/time limits, audit, reporting.

3. Narrow online regulation: 1-2 licenses for lottery/instant products for hard KYC/AML, caps for deposits and advertising, ban on credit games, dispute ombudsman.

Implementation steps: Responsible Gaming frame (self-exclusion, limits), agreements with payment providers, a single portal for complaints and reporting, cybersecurity.

KPI: share of funds for social projects, coverage of RG tools, reduction of traffic to offshore, speed of consideration of complaints.

Taking into account the size of the economy, the contribution of gambling will remain minimal, so the rate should be low-risk and reversible.
