Vanuatu's gambling economy is small and relies on tourism.

The sector's share in the budget is modest and relatively predictable, while the indicators are sensitive to external shocks (air traffic, cyclones, exchange rates).

Employment is concentrated in hall operations, security, marketing and compliance; multipliers appear in hotels, F&B and transport.

The practice of monitoring is built around a set of metrics: gross revenue (GGR) for casinos and lotteries, tax/license revenues, the number of current licenses and jobs, the average tourist check, the share of non-cash payments, mobile Internet penetration, player complaints and indicators of responsible play (self-exclusion, limits).

The growth potential is associated not so much with the expansion of the assortment as with the digitalization of reporting, the quality of service, the transparency of payments and the stability of tourist flow.
