How it works in general
Argentina - Federation: Gambling is regulated at the provincial and city level of Buenos Aires (CABA). There is no single "national" regulator; each of the 24 jurisdictions sets its own rules, issues permits and conducts supervision. General industry rule: games are prohibited unless authorized by the competent authority, the norm is also enshrined in the national Criminal Code (since December 2016).
LOTBA (Lotería de la Ciudad de Buenos Aires, CABA)
Status and role. LOTBA S.E. - the state regulatory company of the capital (CABA), authorizes, organizes and controls gambling, including online. The LOTBA website contains sections on control, responsible player, as well as a standard for online games (Normativa Juego en Línea) and technical standards.
Online frame. In 2018, a key 321-LOTBA-2018 resolution was adopted that "creates" online games and details formats (bets, casino games, virtual events), the order of agencies and platforms. Later LOTBA acts update regulations and sanctions.
IPLyC S.E. (Instituto Provincial de Lotería y Casinos - Misiones Province)
Status and role. IPLyC S.E. - the institute of the province of Misiones (Posadas), regulates and operates official games, conducts programs of responsible play, auto exceptions and the fight against illegal; the official portal publishes services and contacts.
Lotería de Córdoba S.E. (Province of Córdoba)
Status and role. Lotería de Córdoba is the competent authority of the province; in 2021, Ley 10 was adopted. 793 (online casino box). In 2024-2025 the province supplemented it with norms on biometrics, advertising and prevention, strengthening control over online access and advertising.

IPLyC (Buenos Aires Province) - Instituto Provincial de Lotería y Casinos (La Plata): an independent, autonomous government agency that administers games in the country's largest province. The official website and competency map are published by the provincial government.
IPJyC/Instituto Provincial de Juegos y Casinos (Mendoza) - conducts a ground and online circuit (official portal "Juego en Línea Mendoza"), promotes RG and quality (IRAM/ISO).
IJAN/Instituto de Juegos de Azar del Neuquén (Neuquen) - regulates and controls games, conducts "Loteria La Neuquina" and social programs; official resources confirm the status of the body.

How they differ from each other
1. Normative and technical requirements. LOTBA publicly leads in detailing online standards and sanctions regime; other regulators use their own regulations/tenders.
2. Online access and domains. A number of jurisdictions use their own domain/labeling practices (e.g. .bet. ar at provincial operators), with local registries of legal sites.
3. Advertising and enforcement. LOTBA and provincial authorities conduct campaigns against illegal immigrants, introduce regulations and inspections; accent and mechanics differ in place.

What is important for operators and players to know
There is no "nationwide license." The LOTBA permit is valid only in CABA; the neighboring province needs its own authorization (for example, IPLyC BA, IPJyC Mendoza, etc.).
We check the legality on the spot. Check the site/agent with the local authority registry and official portals.
Online contours develop quickly. In the 2020s, the provinces are actively legalizing online formats; the permission map expands, but remains "tiled."
Argentina - a set of 24 "mini-markets," where each regulator (LOTBA, IPLyC S.E. Misiones, Lotería de Córdoba, etc.) is responsible for its own rules, licenses and control. For a correct strategy, multi-jurisdictional planning, local certification and constant verification of the regulatory framework of a particular body are needed. This is more complicated than a "single" national approach, but gives flexibility and competition between regulatory models between provinces.
