The Bolivian gambling ecosystem is compact and mostly offline: it is reflected in the revenue side of the budget through Impuesto a la Participación en Juegos (IPJ), introduced by Ley Nº 060 (2010); control and reporting is provided by the regulator Autoridad de Fiscalización del Juego (AJ), which publishes statistics on inspections and enforcement.

This gives the market predictability of revenues, but the growth potential is limited by the ban on unlicensed online.

The macro environment in 2025 is tense: according to the Central Bank, inflation accelerated to ~ 23% YoY by September 2025, which puts pressure on real household income and leisure spending.

In parallel, international estimates indicate weakening underlying growth and increased external/fiscal risks (GDP moderation and balance sheet vulnerabilities).

For casinos, this means traffic sensitivity to prices and the need for cautious pro-politics.

Tourism is supporting demand, which is recovering: official statistics record an increase in flows through air and auto channels in 2024-2025 (via INE lines), which is especially noticeable in cities and transit hubs.

For ground halls, this is a source of "live" traffic, while online revenues are not legally formed.
