Brazil from December 2023 regulates fixed bets on sports and online games under Law No. 14. 790/2023: you can only work on the authorization of the Ministry of Finance; "online games" are defined as virtual products based on RNG.
A specialized regulator has been created - the Secretariat of Prizes and Bets (SPA). In 2024, SPA approved key orders: No. 722 - the minimum requirements for platforms and systems; No. 827 - the procedure for obtaining authorization and deadlines for entering the "white" market. Additionally, the rules for "online games" were clarified by order No. 1207/2024. For players, there is 15% personal income tax on annual net winnings at fixed rates (taking into account the offset of losses). The practice was tightened in 2024-2025: unauthorized operators are blocked/suspended, and access to credit and a number of payment instruments is limited. Payment rules only require bank transfers/PIX, TED, debit/book transfers; credit cards, cash, boletos and crypto assets are prohibited for betting. Offline casinos remain prohibited; "casino content" is only allowed online as "online games" under Act 14. 790.
