Comparison with Peru and Argentina - Colombia
Short: three regulation models
Colombia is the single national regulator of Coljuegos. This is the first fully legal online market LatAm (since 2016), with a list of authorized. co-portals and regular cleaning of "gray" sites.
Peru is also a centralized model: MINCETUR licenses and supervision; in 2024, regulations came into force, and by the fall of 2024, dozens of brand permits were issued.
Argentina - decentralized: each province and autonomous city of Buenos Aires (CABA) regulates separately (LOTBA in CABA; in Buenos Aires Province - IPLyC BA). There is already a pool of licensed online operators in both jurisdictions.
Licensing and whitelisting
Colombia. Coljuegos publishes up-to-date lists of legal online portals; it is they who have existing contracts and the right to operate in the country.
Peru. After the launch of the MINCETUR regime, it reported 67 authorized brands (autumn 2024), and earlier - 145 applications in the first month of the law. This indicates a rapid transition to the "white" market.
Argentina. In CABA (LOTBA), online is legal from the end of 2021; as of the end of 2024, 11 operators were "on the air," and in the province of Buenos Aires - 6 out of 7. But outside of those jurisdictions, the rules vary.

Sector income scale and dynamics
Colombia. In the first half of 2025, the sector transferred about USD 220-225 million to healthcare; the share of online approached ~ 47% of the entire industry - a sign of high digital maturity.
Peru. The first year of the new MINCETUR system is assessed as "successful": tax compliance and the fight against the black market, active certification of content and partnerships are noted.
Argentina. The market is growing "patchwork": CABA and the province of Buenos Aires are already working stably online, taking their own measures to protect consumers and limit illegal advertising/influencers.
Fighting illegal and advertising
Colombia is actively blocking illegal sites and social media accounts, which reduces the "gray" share and supports healthcare fees.
Peru, with the launch of the regime, declares increased control and sanctions for unauthorized sites.
Argentina (CABA) takes local measures against illegal advertising and underage participation (LOTBA), however, outside of CABA, approaches vary.
What it means "in practical terms"
For Colombian player (or traveller):- Colombia. Play only at. co-operators from the Coljuegos registry - protection of funds and understandable withdrawal procedures.
- Peru. Check that the brand is included in authorized MINCETUR (after 2024, legal domains are growing rapidly).
- Argentina. Clarify jurisdiction: legal online is in CABA and BA province (LOTBA/IPLyC BA lists), but not in every province.
- Colombia remains LatAm's "benchmark" for transparency of rules and maturity of the online channel, but keep an eye on tax updates (19%).
- Peru - market "on take-off": a quick set of licenses/brands and active requirements for content certification; consider 12% + ISC and MINCETUR compliance.
- Argentina is a "mosaic" of tenders and requirements: work pointwise with LOTBA and IPLyC BA, laying down different fiscal conditions and marketing restrictions for each territory.

Colombia remains the most mature and predictable market for online games LatAm: a single regulator Coljuegos, public "white lists" and a noticeable share of online in fees. Peru for 2024-2025. quickly built a centralized MINCETUR regime and has already issued dozens of permits, but the tax bloc (including ISC) is still undergoing "refinement." Argentina is a promising but decentralized puzzle where you need to work according to the rules of a particular jurisdiction (CABA, Buenos Aires province, etc.). For players, this means: check a specific license register; for operators - different P&L models and compliance processes for each country/province.
