The regulation of gambling in Paraguay is based on the updating of the historical Law No. 1016/1997. In 2025, the adopted Law No. 7438/2025 dismantled previous monopolies (including quiniela and rates) and opened the way to competitive tenders and licensing of offline and online products; enforcement is specified by Decree No. 3846/2025. The reform strengthened the role of tax supervision (DNIT) and CONAJZAR, expanded tools to combat illegal online (blocking/removing broadcasts) and introduced legality markers for sites (domain. bet. py).
The vector of further rules is transparent contests, more inspectors and tightened control of advertising and payments.
