1) Legal framework: the law explicitly requires CONAJZAR authorization

Foundation - Ley Nº 1016/1997 ("luck game operating mode"). In the 2025 update - Ley Nº 7438/2025 - it is confirmed: all games provided for by law are subject to authorization by the Gambling Commission (CONAJZAR). 2) Who regulates today: CONAJZAR inside DNIT

Since January 2025, CONAJZAR has been removed from the subordination of the Ministry of Economy and Finance and integrated into DNIT (National Organ for Income). 5) What the operator of the online horizon needs (short checklist 2025)

1. Legal regime. Any remote operation - only after authorization of CONAJZAR (national products - through licitación pública/concession).

2. Systems and reporting. Your machines/software/platforms must comply with technical standards and be homologated by DNIT according to Decreto 3846/2025; data transmission - by lines and deadlines notified by DG Juegos de Azar.

3. Document flow. Formats of internal documents/checks/tickets and reports are approved by CONAJZAR, DNIT homologates them; without it, the operations "produce no legal effects."

6) Surveillance and combating illegal sites

After the entry of Ley 7438/2025, the authorities emphasize the enhanced coordination of DNIT-CONAJZAR: confiscation of clandestino equipment/assets, as well as blocking illegal signals and resources. This is explicitly stated on government channels and industry publications.
