First licensed online operators (Peru)

After the entry into force of Ley 31557 and D.S. 005-2023-MINCETUR Peru launched a "window" for submitting applications and began issuing the first permits to online operators in 2024. The MINCETUR/DGJCMT agency published rules and circulars, and by the fall of 2024 the number of authorized brands exceeded six dozen.

Where to check legality

The official entry point is MINCETUR's online gaming and betting portal, as well as operator pages with license codes/dates. There are also independent aggregators that summarize verified permit numbers. If a brand is not on the official/verified lists, it is not authorized.

"First wave" of licenses: key dates and brands (spring-summer 2024)

💡 Below are the priority permissions that have formed the "white" showcase online in Peru. Dates and statuses are taken from MINCETUR publications, specialized media and the pages of the operators themselves.

Betano (Kaizen Gaming Perú S.A.C.) - March 27, 2024. One of the earliest authorizations for sports and casinos.

Betara - April 1, 2024. Early admission (the list of licensed sites records the date).

DoradoBet - April 4, 2024. Public confirmation of permission for online casinos (6 years).

Retabet - April 10, 2024. Permits for sports and games "a distancia."

Te Apuesto - April 12, 2024. National brand in the first echelon.

BetWarrior - April 25, 2024. One of the first international platforms with admission.

Apuesta Total - May 24, 2024. Large local operator with wide network; received online authorization.

bet365 - May 28, 2024. Global leader with early Peruvian resolution.

Pentagol - May 30, 2024. It is recorded among the first permits for sports.

Casino Atlantic City (online) - May 30, 2024. Admission to sports/games "a distancia."

In parallel - large international groups (summer 2024)

Betsson Group (Betsson and Betsafe) - June 2024. The group confirmed obtaining Peruvian licenses for the two brands.

Meridianbet - July 2024. Publicly announced MINCETUR's permit for sports and casinos.

Rushbet - July 9, 2024. The operator's website contains codes and the exact date of issue.

Inkabet - July 10, 2024. The operator in T&C has license numbers and the date of issue.

💡 By the end of October 2024, MINCETUR was reporting 67 authorized brands, with industry sources noting the completion of a large block of issuances.

Why it matters to players

Payment guarantee and security. The regulation was adopted "for security guarantees and prize payments," play only on authorized sites.

Verifiability of status. Legal sites show MINCETUR license codes and links to a complaint book/registries.

Why it matters to business

Transparent market showcase. Early legalization pushed brand consolidation and fair competition.

Fiscal predictability. Declarations through SUNAT (including Form # 696) and application of ISC for related operations.

How we formed the list

We relied on:

1. official pages of MINCETUR/DGJCMT (portal of online games/circulars), 2) statements of the operators themselves (T&C with codes and dates), 3) specialized media and license aggregators, which recorded the first dates of issue in 2024. To absolutely check the status of a particular brand, use the official MINCETUR portal.

The first wave of permits in Peru started at the end of March 2024 and in a few months turned into a full-fledged "showcase registry" from local and global brands. For players, this means protected payments and clear rules, for the industry - predictable regulation and tax base. Before the game, always check that the site is on MINCETUR lists and that its licenses are valid.
