Laws and regulation

Uruguay maintains a model of strict state control.

The ground segment is regulated by Dirección General de Casinos (Ministry of Finance), while lotteries and sports betting are overseen by Dirección Nacional de Loterías y Quinielas (DNLQ); the only online sports book allowed is La Banca's Supermatch.

Online casinos and poker remain prohibited: from 2017-2018, the country blocks offshore sites, and in 2025 the regulator again warned the media and operators about fines for advertising "illegal immigrants."

Attempts to create a licensed online mode were promoted in the Senate (approval in 2022 and repeated progress in 2025), but the initiative has not yet been adopted by the lower house.

Until the finalization of the law, the status quo applies: a monopoly on sports betting, a ban on online casinos, blocking and advertising restrictions.

Legality of offline casinos

In Uruguay, offline casinos are the sphere of the state: they are operated by Dirección General de Casinos (DGC) directly or through concessions defined by Decree Law No. 14. 335 (1974) and detailed by Decree No. 588/975. Today, there are state and concession casinos (including Enjoy Punta del Este), profits are distributed according to the approved scheme between budgets, and from August 2025, a unified tax of 0.75% is applied to bets in the halls. Comparison with Chile and Argentina

Uruguay holds a tough state policy: state casinos and a ban on remote online (except for Supermatch via La Banca), plus from 2025 - 0.75% from each bet in the halls. Chile in 2025 approved in general form a bill on the regulation of online betting (20% special tax + 1% on responsible play) and simultaneously launched judicial blocking of illegal immigrants. Argentina is a federation with provincial licenses (LOTBA, IPLyC, etc.), where the online market is developing "mosaic."
